ALL-IRELAND ACCREDITATION SCHEME STEERING GROUP SPRING 2012 MEETING


The next meeting of the ISAA All-Ireland Spill Response Organisation Steering Group will take place at 1030 am on 9 May 2012 at the HQ of the Irish Coastguard in Leeson Lane, Dublin.

The Agenda will be sent out shortly.  All stakeholders are invited to come to the meeting. As usual, for security reasons, all attendees are in advance requested to advise the Administrator of their intention to be at the meeting.

The next meeting of the All-Ireland Accreditation Scheme Steering Group will take place on Wednesday 29th February 2012 at 10.30 am at the Hillsborough office of NIEA.

I apologise for short notice. The choice of the Hillsborough venue (just off the motorway) will make it easier for attendees driving up from the South.

For security reasons I need to give NIEA a list of expected attendees, so please let me know if you will be coming.

ADDENDUM

On reviewing the Agenda sent yesterday I noticed that I had omitted to include one item - 2012 Training Programme - that should have been listed in the Agenda.

I haven't been at Hillsborough before and the details I gave you were not helpful, The meeting will in fact be in the Grand Jury Room of the Old Courthouse in Hillsborough.

It looks like an interesting venue. Hillsborough Courthouse was originally a market house and built before 1765. From 1810, this splendid Georgian building was used as a courthouse with the Grand Jury meeting in the upper room from around that time. A major conservation scheme won a coveted Civil Trust award in 1999.

Thanks to an initiative from Kerry Anderson a start has been made - Courtesy of MCA and NIEA, personnel from ISAA accredited companies have been invited to join NIEA and Council staff in a theoretical and practical training course on Shoreline Clean-up. This will take place at Lisburn and Carrickfergus on February 22 and 23. The objective is to increase the numbers of personnel who are competent to assist in the response to a major shoreline pollution event. All of the available places on the course have been taken up.

4. September 2010 Training Event – Update report from Andrew Brines. Because of time constraints Andrew is pressing ahead with arrangements. The draft programme and other dox will be circulated as soon as available.

5. At our last meeting it was agreed that, as a group, we should develop policy and a contingency plan that would permit ISAA-accredited contractors to co-operate in making available co-ordinated support to the government authorities in the case of a major pollution event. Proposals included the development of a capability to organise basic training for volunteers and the preparation of an inventory of resources available from ISAA accredited SROs. The formation of a project working group to progress this matter is still outstanding.

6. Report from Scheme Assessor on current work programme – new accreditations, re-accreditations and spill/exercise visits planned.

7. ISAA Constitution – Report from John McMurtrie on correspondence with NICVA.

8. Associate Membership: Agreed at last meeting that Associate Membership would be available at a cost of £200 / Euro 250 per annum. Government bodies, including councils, would be given free Associate Membership. John McMurtrie will take this forward.

3. Update from Planning Group on the April 2011 conference to be held at the National Maritime College in Cork

September 2010 Training Event – Since our meeting in March concerns have been expressed that the holding of this event in Cork might have an adverse effect on attendances at the planned April 2011 conference in Cork (two events at the same location within little more than six months). An alternative option has been proposed – to hold the September 2010 training event at Castle Archdale. In view of time constraints and considering advantage of previous experience of organising the event at this location, this may be a more practical option. A decision is required and a sub-group needs to be formed to co-ordinate planning of this event.

5. Considering recent events in the Gulf of Mexico and previous discussions on an ISAA contribution to improving preparedness for a major pollution event in Ireland, Andrew Brines is recommending that, as a group, we should develop policy and a contingency plan that would permit ISAA-accredited contractors to co-operate in making available co-ordinated support to the government authorities. Proposal to be discussed and, if approved, a project working group to be formed to progress.

6. Report from Scheme Assessor on current work programme – new accreditations, re-accreditations and spill/exercise visits planned.

7. ISAA Constitution – Update report and determination of forward action.

8. Associate Membership: This was discussed at the March 2010 meeting (see minutes). Now necessary to reach agreement on how to move this forward.

3. Membership – Secretary’s report on new applications received. Invitation to Members of Steering Group, who have not yet applied, to do so now. Discuss options for other stakeholders / groupings to become members of the All-Ireland Scheme.

4. Election of All-Ireland Scheme Management Committee

5. Training : To consider a proposal to formally recognise the inland training courses run by John Dawes as acceptable for the purposes of inland spill response accreditation under the All-Ireland Scheme. (there are NO accredited inland spill response courses available at this time). For marine accreditation, it is proposed that the IMO Level 1 & 2 courses, and the equivalent MCA/NI oil spill response training courses, be similarly recognised. John has also submitted training papers for consideration by the Steering Group.

6. Spill/exercise visits – To consider a proposal from John Dawes that some of the outstanding spill/exercise visits needed by accredited members (in order to maintain their accredited status) be linked with training which incorporates a practical exercise.

7. Insurance -To review the advice on insurance cover received from Adam Shefras of Oamps and its application in the setting of minimum standards of insurance cover for adoption by the All-Ireland Accreditation Scheme. (Paper awaited)


8. To discuss the papers prepared by John Dawes and Mark McKinney, and comments received from other group members, on clean-up methodology and determine how to move forward on this matter.

9. To consider a paper from ISAA Chairman, Dr Douglas Cormack. In this paper Douglas speaks about our plans to organise a seminar/workshop later this year and suggests a focus on one or more of the disciplines that are the subjects of accreditation, and the possibility of recognising participation in the seminar/workshop a part of the process of maintaining accredited status. (This paper is under preparation and has not yet been received)

OIL SPILL CONTROL ACCREDITATION MEETING
