ONE DAY ISAA SPILL RESPONSE TRAINING COURSE TO BE HELD AT THE NATIONAL MARITIME COLLEGE, RINGASKIDDY, CORK
ON MONDAY 24 OCTOBER, 2011
(AND, DEPENDING ON DEMAND FOR PLACES,
ALSO ON TUESDAY 25 OCTOBER 2011)

This year ISAA is making a break from tradition and offering a one day course instead of the normal two day course. This is in response to comment from delegates on difficulties encountered in finding time to attend over two days.

The target audiences for the training programme are –

GROUP A Managers from County Councils, SRO managers and others who may be required to manage the response to an inland surface water oil spill

GROUP B Response team leaders and operators who will be involved in inland surface water oil spill containment and clean-up operations.

Courses for the two groups, A and B, will run concurrently but if numbers of bookings justify repeating the programme on Tuesday 25 October, delegates will have an option to attend both courses.

0930 Meet at the College for registration and proceed to Seminar Room

1000 Course introduction and overview

1015 Short introduction to Contingency Planning and Group Discussion

1045 Introduction of Scenario for the Desk Top Exercise, allocation of Response Team Roles

Summary of Scenario: Following collapse of a wall at a factory a fuel oil pipeline leading from an oil tank to a boiler has fractured with the loss of about 20 tonnes of fuel oil.

The accident happened over a weekend and it was not until the early hours of Monday morning that a member of the public reported seeing oil in a watercourse about 2 km distant from the factory. Parts of the watercourse are heavily overgrown with difficult access.

The watercourse joins a small river immediately upstream of a sandy beach. At this location the river waters are subject to limited tidal influences. There are good areas of hard standing with vehicular access where the watercourse joins the river and also adjacent to the amenity beach. A plant that abstracts river water for cooling purposes is located about 2.5 km downstream.

The County Council Oil Pollution Officer is quickly alerted and an immediate pollution survey is instructed.

The initial report indicates that most of the oil is still in the watercourse but some has escaped into the river. Some oil is observed near a sandy shore just downstream of the point where the watercourse joins the river.

1230 Lunch in canteen and opportunity to look at exhibition stands

1330 Continuation of role playing, with guidance from an ISAA Facilitator

1430 Visit to outside spill clean-up sites to view response activities being undertaken by the spill response trainees

1530 Reassemble in Seminar Room – Review of Desk Top Exercise and lessons learned

PROVISIONAL PROGRAMME (PRACTICAL EXERCISE) FOR GROUP B

0930 hours Meet at College for Registration

1000 hours In classroom – Course introduction and overview

1015 hours In classroom – oil retention booms types and uses

1030 hours In classroom – oil absorbents

1045 hours In classroom – oil skimmers types and uses

1100 hours Tea/Coffee break

1115 hours Outside - Delegates into groups of 6/7
Look at equipment available for subsequent  deployment – retention booms, skimmers and absorbents with practical advice on boom couplings, skimmer function and boom deployment.

1200 hours Lunch in canteen and opportunity to look at exhibition stands

1300 hours Outside - practical hands-on exercises whilst in groups covering -
1/ Deployment of freshwater booms and skimmers in rivers and lakes
2/ Use of oil absorbents
3/ Damming a stream or ditch for oil retention without restricting water flow
4/ Temporary storage of recovered oil and oil/water mixtures
5/ Deployment of skimmers and pumps to recover oil held within an interceptor dam
6/ Deployment of shoreline seal booms

1600 hours Back to classroom for wash-up and multiple choice questionnaire
  Certificates will be awarded to those who achieve a suitable pass mark

AVAILABILITY OF PLACES ON COURSE

GROUP A  -  The number of places available on Monday 24 October is a maximum of 12 but if requests for places exceeds this number we can provide additional places by either (a) splitting Group A into two separate groups meeting in separate rooms on Monday 24 October or (b) repeating the Desk Top Exercise on Tuesday 25 October (if numbers justify doing this).

GROUP B -  The number of places available on Monday 24 October is a maximum of 28 but if requests for places exceeds this number the course can be repeated on Tuesday 25 October (if numbers justify doing this).
